...and I didn't want to play against an opponent who interprets the rules like a judge in World Cup – just to win at any cost.

HW judges have long concluded that the rules should not be interpreted in one's favor, but simply followed. And most players know the rules well and follow them independently, without the involvement of judges.
Personally, I had a similar situation in the Favorites tournament (where I am also a judge) last month. On turn 113, I found myself with a large amount of resources. The rules do not allow for restarts due to bugged generations; there are subjective restart options for this. I took turn 113, was left without any rests, and the situation wasn't favorable; essentially, I could have surrendered immediately. There wasn't even a thought of begging my opponent for a resource rest. What can you do? We have different understandings of what fair play and respect for the opponent mean.
