In general, planning for restarts is a bad strategy; you need to be able to play with what you are given. No one argues that there are situations where a restart is necessary, but to live with the idea of restarting just to get better resources is wrong. And in general, planning for better resources often leads to a complete disaster when those restarts are no longer possible.
