This is easily solved, in my opinion. Let's say once a year (for example, on New Year's Eve), this table with participants is reviewed, and if someone has not participated in tournaments during the year, they are removed from the rating calculation table and moved to the Hall of Fame for the nth year. This way, "inactive" players will not accumulate.
