11. It is forbidden to use Magic Scrolls of levels 4 and 5 without building a Guildhall of the corresponding level in any of your castles. This rule also applies to scholars. (see point 10.)

I thought so too. But I could only build a Guildhall of level 3, and only in one city. So, if it's necessary to have them in two cities, I wouldn't build it at all. And I asked another player if they had a scholar, and he told me to use it, so I continued playing...
