As far as I understand, the issue wasn't resolved with one moral choice, but with 24! Well, personally, for him, it was the right decision, the most optimal solution for the situation. But in my opinion, this position of "winning at any cost" (and here it wasn't even about winning, but about saving the angel) is quite mercenary. According to the rules, there's nothing to criticize, everything is normal, but from the point of view of basic human ethics, I don't think he acted very well.
