Time is money, or are you going to waste it?

I watched a stream and saw something interesting there. At the beginning, there's a vantage point visible just a few steps away, immediately accessible from the start. Turn: Timer 10:00. A hero is purchased and takes a couple of steps towards the vantage point. Then, there's a frantic scrolling of the map for almost FIVE minutes! The second hero runs to the left side at 5:14. The third hero runs in another direction at 4:01. The fourth hero appears by the three-minute mark. During the turn, besides the two groups taken by the first hero, nothing else was acquired. The moves of all four heroes were in straight lines in different directions. Question: Do you need 10 minutes for the game or for slow decision-making?
