Regarding the supposed slowness of the Balts – it's the same stereotype as the one about Russians being drunkards and Black people being lazy.
In general, there are very few purely Russian people these days; there have been too many inbreeding marriages with Tatars, Germans, and Balts.
And after the USSR, it would be strange if Russians didn't assimilate all those nations that were part of the country. Moreover, the infrastructure was developed not only in Moscow, so people moved to work/live in various republics...

I can give many examples of genocide of Eastern Europeans by Russians. There have been many excesses in the relationship between Russia and Europe, both from one side and the other.
The more civilized a country is, the less likely it is to blame any nation, even if they caused a lot of trouble in the past.
