The clan section, as such, is no longer really functioning. But that's a different issue. You can't just take it over quickly.
In general, to everyone who responded earlier – no, I didn't say anything about lifetime moderator titles. I specifically mentioned the case of sections where no one will replace the old moderator anyway.
And in any case, the primary focus should be on removing the powers of moderators who are neglecting their duties, rather than those who have stopped visiting the forum because they no longer need to moderate their section. And by the way, send a private message to those who don't moderate but still visit the forum: will they continue to participate, or do they no longer need the moderator title? I'm sure that at least a dozen people will quietly and easily drop out of the controversial list. Maybe even more.
Honestly, I want to remind everyone of the immortal phrase by Ilf and Petrov: stop declaring a fight for cleanliness, it's time to take a broom and start sweeping. It would be better if everyone cleaned up their own section instead of thinking about grand reorganization ideas; there would be more order.
