Removal of moderation privileges from inactive moderators.

Here, we need to approach the issue more selectively. IMHO. For example, WOG moderates LotR. Besides him, no one will definitely do it. What's the point in removing his moderation rights?
Lux moderates mapmaking. Does anyone want to replace him?
Well, in such difficult cases as vbn, fireman, and brennan, we can safely remove them, of course.

Who moderates Heroes 4, 5, 6? Who is redundant among the moderators? Let's figure it out specifically. We remove the unnecessary ones, find replacements, and everything will be fine.
