If there are problems in a section, they remain there and don't bother anyone, and over time they are resolved.

So, just leave them there. Currently, this is not happening.

Unless there are disputes in the Mafia section, but this is a common occurrence, and Amko and Kosha monitor it.

Disputes is putting it mildly, considering that an entire new appeals section was created specifically because of the Mafia.

Noise usually arises when someone who doesn't actually visit the section and isn't a moderator of that section tries to impose their own rules.

You need to decide whether you need an "egoistic" approach to moderation or not. Because when they don't interfere, it's not good, and when they do interfere, it's also not good. And in any case, there is still no order.
