Injustice!

A moderator should do their job regardless of whether they were provoked or not, rather than showing off their superiority!

But by definition, moderators have superiority over ordinary forum users. Do you want everyone to be equal? That is a utopia. A forum, like a model state, must have authority. Otherwise, it will be overwhelmed by anarchy. And that authority must be respected, rather than arguing with its representatives about the application of sanctions against rule-breakers (which are specified, by the way, in the forum rules).
If a user does not like a moderator's actions—that is their personal business; people aren't always liked by everyone. However, if they believe those actions were unjustified and inadequate—contact the admin, but first check which point of the forum rules you will be referencing to prove your case...
