Actually, if I recall correctly, I initially suspected Zubr of being in the mafia, along with Pobeditel, because they disappeared as a suspicious pair. Here's the evidence:

It's worth noting that Zubr decided that with NNV, the baron would be able to use DD, but he didn't write this specifically anywhere, and Pobeditel picked up on his idea and responded to it. Perhaps the mafia initially thought that their DD would only work when NNV is revealed during the day. At first, I thought they were a priest and an ink in a pair, deciding that the mafia had such a DD, but now that it's clear that Pobeditel is mafia, it's worth considering Zubr as a candidate.
