It's clear that the game starts with restarts.
In general, as I understand it, restarts are given so that you can play out some acceptable layout. One thing I don't understand is why people post wins at 111. To save time, out of fear of losing with a different layout, or for something else?

As an option, by agreement, you could give each player a restart, and accordingly consider that Pyotr used his restart.
I've managed to get out of a similar difficult situation this way a couple of times.
But in general, playing a decisive game on Jebus Cross, and even with random towns, is an extremely poor choice.
