At least aesthetically. By the way, you can get rid of three of these heroic strikes and give them out for other perks or something else. We'll get 3 new skills on scripts.
For example, aesthetically, Surveillance increases the quality of the hero's leadership, similar to empathy (only in a literary sense, not in essence). Besides, there are few leadership skills, and the Hive often levels it up, so it might not have its own native skill otherwise.
Another meaning of Surveillance is protection. The hero protects the unit.
The other skills definitely don't fit. And Surveillance will also take Unrelenting Strength with it.

By the way, Logistics is an adventure skill. Why not put most of the adventure skills there? There are already seven there. Assign the remaining 3 to scripts.
