You didn't understand. The Guild should be moved to the third level, and this to the first, as a requirement for it.

The Guild is already on the 3rd level of the city (2nd line). And everything above is filled. (It kind of hints that something should be removed)
If you move it to the 6th level of the city (3rd line), it will be too much for the Guild.
