I must be missing something, but why is ADV in the second tier? He could even be a captain, although I understand that there are enough captains, but why isn't he in the first tier? If they had appointed newbies like me as captains instead of experienced players, I would have chosen him first from the first tier, but he's been relegated to the second tier, which seems like a mistake, in my opinion.
UPDATE: I checked the rating on HW, and the person has the second-highest rating this year. Leaving him in the second tier is a mistake because the team he joins will immediately have a significant advantage over the others.
