Will there be a level 8 creature in New City? If so, I'm curious what kind of unit it will be – perhaps a Scorpion King?

Of course, there will be, and moreover, it has already been designed. Following the tradition of Heroes of Might and Magic, we didn't create a fundamentally different creature for level 8 compared to level 7.
