You've started such a nonsensical argument. Arguing that having one Commander skill but not another supposedly gives an advantage. Why not argue that having a fast army transfer and the ability to split units, while the other player doesn't, is a much bigger advantage? That's a massive cheat and creates completely unequal conditions. A player always has the choice to use HD or not, as it's allowed by the rules. The same applies to Commander skills: a player always has the choice to play on version 2.98 or the latest current version. So, the argument is completely unfounded.
