In TES, there are many other races that seem to exist but rarely appear (except for some of them as NPCs): Ayleids, Maormer, Skaal, Reachmen, Imga, Kamal, Sload, Tang Mo, Tsaesci, Rieklings, Ice Giants, Centaurs, Dreugh.
There are mentions of them in books, dialogues, and so on.
And here, suddenly, there are halflings, about whom no one has heard or seen. And nothing is written about them in any book. And they decided to add them as a full-fledged playable race. That just can't be.
