1. Based on the rating on the resource for tournaments held over the past year.
2. Based on the personal whim of the organizers/judges.
3. A combination of the first and second options.

1. So, those who didn't participate in tournaments over the past year, or participated but, for various reasons, couldn't show significant results, are, in effect, already outcasts or have slim chances of participating in your tournament? This smells like unjustified discrimination based on gaming skills. Considering all sorts of ratings is possible, let's say, during the draw, with the presence of qualifying groups for "advanced" and "beginners," but not as a criterion for selection for participation or non-participation in tournaments.
2. There will be no personal whim of the organizers/judges.

I have expressed my opinion; I still advise you to adjust the tournament mechanics so that everyone who wants to can participate in it, regardless of past and present achievements. I think this is possible if you want.
