Judging by the official maps, Elsweyr is about twice the size of Skyrim. What will they put there?

not Dwemer, but Dwarves. Maybe for Bethesda, Dwarves = Hobbits.

initial drafts, like sketches and simple "bare" models (without animations), are quite likely.

Yeah, they worked on Skyrim for 5 years, and they'll manage to make a game four times bigger in 3.5 years. :D

considering the 1.5 years from Skyrim's development (they said they were working on it in parallel), it will be 5 years.
