There are upgraded units of all levels, and they join you. I also captured a mine guarded by horses; I didn't bother with the elementals because of the fire. Then, I cleared the tower, killing the dryads and upgrading everyone. I also recruited more rakshasas from the garrisons and upgraded them. In the end, I had about 25 rakshasas and 60 mages, etc. Making phantom rakshasas is awesome, though it doesn't really help against neutral creatures. Beat up a bunch of phoenixes, and you'll see a little airplane in the mountains – it's a fascist one. It won't help against Markal, but it will satisfy your curiosity.
