Where there is an element of randomness, nothing is perfect – there is only the most probable outcome. I don't doubt the accuracy of your observations (25% instead of 12.5%). But once, based on a similar observation from someone else, I decided to clarify this issue and tested different scenarios – when morale drops up to 3 times per round (7 turns), which amounted to 43%, the total occurrence did not exceed 12.5% over 100 or more turns.
I conducted more global tests. I'm not insisting, I'm just describing my observations; I'm human and can be wrong. Moreover, after reading some statements about various quirks, people wrote that everything, up to the operating system, could affect it, and such a statement was made on the forum.
