Guys, you're not thinking about the poor Mafia at all. One way to deceive the town is to pretend to be someone else, which is what Tox did, albeit rather clumsily. If there's a hint and no modkill is given, even a fool will realize that the player pretending to be that role is not actually that role. So, what should the GM do – hesitate and post things like, "Well, guys, what should I do, should I give out a card?" The rule about not giving hints has already gone to the other extreme.
