I confirm that there's always a 5% chance, even with 10,000 goblin shamans, and it really works in practice. There have also been cases where goblins were controlled on the first try with a number of around 3000. Also, the manual states that if 2 groups of goblins, regardless of the number, disrupt the magic of a single target, there's supposedly a 100% chance of deflection, but that's not true; there's still a chance! Also, luck can be at 1, and you keep trying, or it can be +5, and you think you haven't leveled up! :)
