For example, at skill level I, all spells up to level 1 are available! At level II - up to level 5, and at level III - all available spells of all elements! And at level IV - cast magic TWICE! How do you like this idea? Why not? After all, they are Wizards! And their main weapon is magic!
Wouldn't it be better like this: I: 2 uses of magic per turn II: 3 uses III: 4 uses of magic per turn IV: 5 uses of magic per turn This would provide better balance.
Or like this: I: +50 mana II: +100 mana III: +150 mana IV: +200 mana

I would do it like this.
Racial Skill I. During the current turn, increases the magic defense of friendly Academy creatures by 10 units. The scale fills up as both sides use active spell abilities.
Racial Skill II. During the current turn, increases the magic attack and defense of friendly Academy creatures by 10 units. The scale fills up as both sides use active spell abilities.
Racial Skill III. During the current turn, increases the magic attack and defense of friendly creatures and the hero of the Academy by 10 units. The scale fills up as both sides use active spell abilities.
Racial Skill IV. During the current turn, increases the magic attack and defense of friendly creatures and the hero of the Academy by 10 units, and also allows him to cast a spell regardless of existing cooldown time and charge limitations.
