General rules for online games.

There shouldn't be any mandatory load orders. Players can agree on them before the game, request or offer them, but I don't think it's appropriate to make it a mandatory requirement for players. The only rule regarding load orders that makes sense is if a player takes a load order, they should return it, as Dmitrik mentioned (I thought this was self-explanatory, but since there were examples to the contrary, it should be stated).
