The first point doesn't need any further explanation.
Regarding the second point, were there any instances where a player offered a load in a game and then refused it to their opponent in the same game? If so, in my opinion, such players should be identified, and secondly, they should not be allowed to participate in tournaments, because if a player uses such questionable methods to win, I'm not at all sure that they won't use other, unfair methods to win.
As for the third point, I don't know, maybe it's applicable for group stages, but for the playoffs, it seems doubtful to me, because it's unclear what to do, replay the game in case of defeat? Award a win retroactively, even in case of a loss? Both options seem questionable, so if you gave a load to another player and lost, well, that's just how it is, no one forced them to give it, meaning the first point essentially resolves all the issues here, and therefore there is no need for point 3.
It's all just my opinion.
As for point 3, it's essentially the reason I wrote all of this. I think many people have been in situations where they gave loads to opponents and then lost. You could just not give loads at all, but in my opinion, that's absurd, but see point 1. But if loads are given, then there needs to be some mechanism for regulation, which is point 3
