The first time I completed the Caribbean campaign, the result was similar to yours (55 / 498). At that time, I cleared the entire territory and didn't use the hat or whirlpools. And then I realized that not only is it unnecessary to clear the entire territory (that's my weakness), but neutral towns are also not needed. But the score remains the same (10+7 / 498) :D
