NHF – new heroes for Heroes V 3.1.

This is a local array. That is, it is deleted after the function finishes, and it is created anew each time.

But it works.

HOW??? There definitely isn't a function that creates cities.

Then, at a minimum, it should be moved like Zephyr in the campaigns.
Although, I remember seeing a clever way to build a city on some forum... I should check it out.
