If it is impossible to determine the places based on head-to-head matches, the criteria in order of priority are:
- greater number of wins in matches,
- smaller number of losses in matches,
- Berger coefficient based on the match table,
- Berger coefficient based on the game table.

The number of matches will be the same for everyone, and the number of games will most likely be different. Based on this, the criteria based on match results seem to be more important than those based on game results.
Therefore, I suggest making the third of the four additional criteria the first.
