Well, the Mafia doesn't know Zubr's role and didn't write anything. The 4th player knows and wrote. Why not?

There was a perfectly reasonable version that Zubr was a Merchant. And I can imagine the Mafia's reaction to the Merchant revealing the murderer, while the Mafia has no counter-note... I think this note served two functions for the Mafia: to frame me and as a backup in case Zubr is actually a Merchant.
