Based on the notes: I wouldn’t trust the one that talks about Spira’s disobedience. The note from the caravan, I think, is accurate – it’s unlikely the Mafia would write something like that. Of the notes about the ears, the first one (about Gura) seems more like it’s from the Mafia.
If we believe the note about the comparison, then Arandor still has quite a few roles left, both town and Mafia.
If the soldier’s note #4 is really fake, then the real soldier should definitely make themselves known, as should the merchant. Perhaps a role call is a good idea.
