I've never seen any use for this spell, even back in Heroes 3.
There are situations where it can be useful. For example, eliminating magical ranged units (liches, snow maidens) or elementals (when capturing a Fortress).
I don't really respect attacking magic. It helps a little in the early stages, but as you progress, it feels like a waste of turns to use it when you could be casting high-level spells. At that point, the power of attacking spells is so insignificant compared to the size of the armies clashing on the battlefield...
Well, that's if you drag the game on for too long... In a normal playthrough of single-player maps, attacking magic is a perfectly viable weapon, better than a direct hero attack :) And high-level spells require a lot of mana, especially in patch 1.5.
