The Zubr destroyed the dwellings, and therefore there are no clues, no hints about the role, nothing. All the displayed non-player characters seem to be in place. The maniac could have used any non-player character, so I don't really believe that he was blocked (by Nefela), especially after such a note.
Maybe he'll randomly execute someone.
