I still don't understand how to manage the "restrictions" and "permissions" of magic – it doesn't seem to work properly for me. I've already written about this somewhere, and I still haven't figured it out. For example, I prohibit spells in the map settings, which prevents them from randomly appearing in pyramids and scholars. The global ban does not affect cities – I remember how it was in "World of Xeen," and it was very frustrating.
We definitely need to figure this out! Because a global ban on spells should prevent them from appearing anywhere on the map, except in those places where they are forcibly enabled by the author. At least, I haven't encountered any exceptions yet, and I haven't heard of any such cases. So, let's take a specific example, and we'll figure out what's what!
