After all, Aribiban and Azkaal did not prevent the return of the Lords of the Abyss. Namtaru did not prevent the appearance of the Weavers of Fate. And the Mother-Spawner did not prevent the appearance of ordinary spawners.
And Marzini said in one of the Q&A sessions that there are factions that cannot exist without dragons. I think he meant Dungeon. After all, this faction has changed its name many times. It has lived in the mountains, in dungeons, in swamps. So many units have passed through it. And the only two units that have always been in it are the Minotaur and the Black Dragon. Remove the dragon, and the Dungeon will lose its identity.
The Ghost Dragon, by the way, also has a chance to return. In one of the interviews, Ubi was offered the idea of alternative champions, and Ubi liked this idea.
