Patch 1.6 will be announced sometime in September, stating that the developers encountered various fixing problems and will have to use a more subtle way to find fixes for the hard-coded bugs, and that the official release of such a patch to the public will be sometime in October.
Patch 1.7 will not be released until the end of November/beginning of December. Probably, the same issues regarding the fixing approaches of 1.6 are constantly resurfacing as the hard code analysis progresses and attempts are made to change the codes with newer types of encoding methods (the worst possible programming headaches are at play here).
Furthermore, Ubisoft loves to tease us by saying and confirming to us a true expansion for late Spring/early Summer of 2013 as a way to wish us a Merry Christmas and a Happy New Year (treating us as if we are too laid back and worthless partygoers all year round).
In short, yes, it has been delayed again, for a month or two. As long as it is done by December 25, 2012 (Christmas Day). Expect a Gold Edition to be sent to the general commercial public retail by mid-November for the Holiday Season's Mass Sales (pumping cash in for the Ubisoft company's shareholders' holiday bonuses).
