You could even rename the special ability to avoid any connection to runes, as it's just a stun... Meaning an Orc, who doesn't know any magic at all, could use this special ability. Humans could also be given it, as they are a strength-based faction, but they already have units that can stun enemies without it.

Well, since we're talking about this special ability, we can push it through out of turn :)
