A rating is a rating because it goes up and down for each player depending on their activity and results in tournaments.

And I also didn't understand the latest changes in your calculation system, regarding the fact that the second component in the second calculation option, depending on the place taken, will not have such a strong influence on the rating (at least I showed that it has a much stronger influence than the component in the first option). You could recalculate that same silly example of mine and show on the example how it will look.
