I'm saying again, it's not just a matter of money and time. It's a matter of strategy and tactics FIRST AND FOREMOST. No matter how much time has passed since the beginning of the game, the possibility of a sudden raid from the Sanctuary remains.
The whole problem lies in the essence of the faction. Free water crossing for its creatures is natural and logical. It's easier to either prohibit playing as Sanctuary on maps with strategically important water locations, or agree that all participants will play as Naga.
