Well, I don't know. It's not just a resource problem, but also a problem of mobility and surprise attacks. Firstly, you can start moving across the water anywhere, but shipyards are not built on every cell of the map. Secondly, no matter what bonuses we add to other races as compensation, the victory will ultimately go to whoever arrives first. I would still agree to a speed of 25% of the land speed, with compensation for other races, but even then, there are situations where, by crossing to a neighboring island (three cells away), you can render all of your opponent's plans meaningless. And no one is suggesting 25% anyway. Therefore, I am unyielding on this point. This feature is too powerful for just one race.
