An 8-player round-robin with 1 reserve would be quick and logical – the main thing is that the judges can assist the players during the draft and race selection (the draft should ideally be done blindly). Based on the results of the round-robin, a mini-tournament can be organized, such as a 2v2 (best-of-1 or best-of-3?). It would be like a large arena from which players are selected for a smaller one. By the way, in the smaller arena, a common pool of 4 maps can be created for each pair. And there, the players themselves can agree on which race they will play against a specific opponent – this will also clearly show the team aspect.
