This is a tactic used by peaceful players. First, they accuse someone to provoke a reaction and potentially expose the real Mafia member. This way, either the accuser gets eliminated, or the actual Mafia member is revealed, resulting in the same outcome as if the accuser had been right from the start. If no one is exposed, the votes will be split between these two individuals, and that's it. Now, the Mafia only needs to eliminate the strong roles, and the next day, the debate about the false Mafia member will likely continue.
