Using DD at sea without leaving the boat is not prohibited.
It's strange that the rules of the championships didn't address this: it could have a more powerful effect than cheating! I think it should be banned! There are so many advantages: fast movement anywhere through obstacles (including gates and even emptiness!), avoiding battles with guards at passages!...
