It usually flashes when other players are taking their turns. On which map is this happening, and are other players taking turns?

On any map... Yes, other players are taking turns; we're talking about multiplayer... As far as I remember, it flashed when it was my turn, and as soon as I "unpaused" the game, it stopped until my next turn...
