there is a file rmg.txt and there is a file called whatever-the-Poles-call-it.txt.
So the 1st one is only responsible for the template's content, while the 2nd one never existed in SOD at all; it was created to achieve balance by eliminating free angels from conservatories. And this file has nothing to do with the template itself; it can just as well be attached to smka, Jebus Cross, etc.

You also forgot to check the skill tree of his heroes. The Poles use txt-files that prohibit gaining navigation and a couple of other skills when leveling up, and they only work if present in the right folder: load a save on a machine where they are present — one skill tree, load it on another machine where they are not — a different skill tree. It's just very strange that you, who participated in several inter-portals, don't know about this, especially considering that your team encountered this in the last MP.
