Yes, you can find the bill we discussed earlier on the website of a Russian newspaper. However, it is written in a very convoluted way, and as usual, there is minimal publicity (as was the case with the decriminalization of Article 188 and a host of other amendments from December 7, 2011, to the Criminal Code). We will not argue further on this topic; I will only be happy to admit that I was wrong in the future.
