I still think that the reason isn't that the city affiliation wasn't set (the editor would have warned about this when saving the map, but I don't think it affects the map's functionality, as it will just have the standard task "capture any city within a week"), but rather that in the map selection section, you need to check the corresponding box (tick) - "GSC maps" or "single-player" - then the entire list of available maps will be displayed.
