Well, you are right in some ways from the perspective of an ordinary person.
But I'm telling you what it's really like in a real court (which we somewhat emulate in Heroes situations).
There are obvious situations. You paid the fee/for the goods/services/taxes - you presented the receipt, and there's nothing to discuss, no need for logic or emotions. The interpretation is simple and unambiguous. But there are also borderline situations that are not clearly defined in the law, situations that are 50/50. And in these cases, everyone tries to pull the blanket over to their side (a favorite pastime of tax authorities :). In such cases, the "talent" of a lawyer comes into play, which lies in the ability to prove that the law regulates the disputed situation in their favor, and not vice versa. And he will prove this with the help of logic, not emotions. That's why I added the caveat about a professional court above. Because in practice, district courts often, due to their low qualifications, may decide the case in favor of the one who shouts louder (based on emotions), considering him right for this reason. The same often happens when resolving Heroes problems, especially when discussions are held on forums.

Doesn't an open map increase the turn time?
Well, the time spent viewing the map before making the optimal move (otherwise, why look at the map :confused:) + the time spent on the move itself, according to the laws of mathematics, should increase the total value.
Although I can't say for sure, as I don't have experience playing with an open map :p
